AB Vize Sorunsal\u0131<\/h2>\n

Bugün burada toplanmam\u0131z\u0131n amac\u0131; AB ülkelerinin uygulam\u0131\u015f oldu\u011fu haks\u0131z vize politikalar\u0131n\u0131 demokratik bir yol ile protesto etmek ve AB kurumlar\u0131n\u0131 bir an önce vize diyalo\u011funa ba\u015flamas\u0131 için ça\u011fr\u0131da bulunmak.<\/p>\n

 Avrupa Birli\u011fi ülkelerinin Türk ö\u011frencilere ve uygulad\u0131\u011f\u0131 haks\u0131z vize rejimini,  AB’nin topluluk programlar\u0131na ve bütünle\u015fme ruhuna ayk\u0131r\u0131 oldu\u011fu aç\u0131kça görülmekte.  <\/p>\n

Uygulanan vize politikas\u0131, hem 1\/95 say\u0131l\u0131 Ortakl\u0131k Konseyi Karar\u0131 ile tesis edilen Gümrük Birli\u011fi’nin temelini te\u015fkil eden yerle\u015fme hakk\u0131 ve hizmet sunum serbestîsine yeni engeller getirilmesini yasaklayan Katma Protokol’ün 41. maddesine aç\u0131kça ayk\u0131r\u0131.  Ayr\u0131ca bu durum, daha önceki kararlar\u0131n yan\u0131 s\u0131ra Avrupa Topluluklar\u0131 Adalet Divan\u0131’n\u0131n 19 \u015eubat 2009 tarihli “Soysal”<\/span><\/em>  karar\u0131nda da aç\u0131kça belirtildi. Di\u011fer bir de\u011fi\u015fle Katma Protokol’ün 41. maddesinin 1. f\u0131kras\u0131 uyar\u0131nca, üye devletler taraf\u0131ndan hizmet sunmak veya almak amac\u0131yla AB ülkelerine giden Türk vatanda\u015flar\u0131na uygulanan ko\u015fullar\u0131n a\u011f\u0131rla\u015ft\u0131r\u0131lamayaca\u011f\u0131 teyit edilmi\u015f oldu. <\/p>\n

Avrupa’ya e\u011fitim hizmeti almak için gelen Türk ö\u011frencilerinden istenen vize uygulamas\u0131 aç\u0131kça hukuka ayk\u0131r\u0131 oldu\u011fu görülmekte ve Avrupal\u0131 yetkilileri bu konuda vermi\u015f olduklar\u0131 sözlerin arkas\u0131nda durmas\u0131 ça\u011fr\u0131s\u0131nda bulunuyoruz.<\/p>\n

Ayr\u0131ca Avrupa Konseyi Asamblesi 30 Eylül 1980 tarihli toplant\u0131s\u0131nda Bakanlar Komitesine, vize uygulamas\u0131na ilgili devletlerce derhal son verilmesi ve Konsey üyesi di\u011fer ülkelerin ayn\u0131 yönde bir uygulamadan kaç\u0131nmalar\u0131 için giri\u015fimlerde bulunmay\u0131 tavsiye etmi\u015ftir.<\/p>\n

Ben dâhil birçok Türk ö\u011frenci arkada\u015f\u0131m\u0131z Avrupa Birli\u011fi ülkelerine e\u011fitim hayat\u0131n\u0131 sürdürmek için gelmekte, vize i\u015flemlerinin uzamas\u0131 ya da vize verilmemesi nedeniyle,   kazan\u0131lm\u0131\u015f okuma hakk\u0131m\u0131z gasp edilmekte yâda ma\u011fdur olmaktay\u0131z.<\/p>\n

Bir daha alt\u0131n\u0131 çizmek gerekirse, AB ülkelerinin uygulam\u0131\u015f oldu\u011fu haks\u0131z vize politikalar\u0131n\u0131 demokratik bir yol ile protesto ediyor ve AB kurumlar\u0131n\u0131 bir an önce vize diyalo\u011funa ba\u015flamas\u0131 için ça\u011fr\u0131da bulunmak istiyoruz. <\/p>\n

Turkish students in Europe say; Enforcement of visa obligations to the students is explicitly against the Ankara Agreement and the Additional Protocol<\/strong>.  EU institutions should start “Visa Dialogue<\/em>” with Turkish authority as soon as possible.   <\/strong><\/p>\n

Turkish students in Europe would like emphasize grave problems related with the visa requirements imposed on the Turkish students in their visits to the EU Member States since the first inception of visas by EU Member States. Our European’s friend can attend conferences, join Erasmus, Masters or PhD program without any restriction of travel, however, when it comes to traveling to the EU with the aim of attending panel or meetings, participating in Erasmus, Masters or PhD programs, Turkish students are faced with obstacles in the form of burdensome visa requirements. Usually the visa application procedure may take so long that the visa is issued only after the date of a conference or a study of program registration they would like to attend.<\/p>\n

Such requirements necessitate Turkish students to tolerate an unforeseeable process of application and sometimes to endure the complete refusal of visa applications by the EU Member States. Due to these unreasonable visa procedures, many people had to face physical, material and psychological losses and generally these losses are not compensated. This in turn, leads the Turkish public to suppose that they are being discriminated against, when they compare their situation with the unhindered freedom of movement enjoyed by citizens of other countries which did not have as far-reaching and lengthy relations with the EU.<\/p>\n

On the other hand, we strongly believe that, to impose visa obligations on the citizens of a country which initiated an association process with the then EEC in 1963, has held candidacy status since 1999 and has been continuing accession negotiations since 2005 is absolutely contrary to the essence and the spirit of EU integration. While civil society dialogue is being repeatedly emphasized in relations with the EU, no improvement has been achieved with regard to the free movement of persons which is one of the four fundamental freedoms that uphold the idea of the EU. We know that one of the best ways for a country to be ‘Europeanized’ and for the civil societies to conduct constant dialogue is to abolish the obstacles preventing the free movement of persons. However, while the Union is liberalizing visa requirements for the nationals of Serbia, Macedonia and Montenegro, Turkey, having an association process with the EU nearly for half a century, cannot enjoy similar opportunities. This situation is flaring the negative perception towards the EU in the Turkish public. Aware of the obligations of the Turkish government in this regard, we would like to express our appreciation that steps have been taken in Turkey regarding the transition to biometric passports in the near future.<\/p>\n
